Project Overview

MFS Construction, LLC (MFS) provided Construction Management Services to complete the construction services required for the renovation of the new Highlands Municipal Complex building.

Project Details

During project construction, MFS’ team provided the administration of weekly progress meetings with the contractor. MFS scheduled and facilitated meetings and acted as official record keeper. MFS attended contractor meetings to ensure contractors were adequately planning their conflicting tasks with each other, as well as the Borough and the project A&E firm.

During the construction phase, MFS’ staff prepared and submitted daily activity reports detailing workforce and work completed, as well as any unusual site activity. MFS prepared project monthly reports detailing items such as contractor schedule adherence, budget adherence, RFI and submittal statuses, and construction progress photos.

MFS engaged in a detailed review of the contractor’s baseline schedule and schedule of values. This review ensured the contractor was accounting for all aspects of the project. MFS’ schedule review focused on critical milestones, long lead items, and schedule logic. MFS’ review of the SOV ensured contractors were not unbalancing the work, and that all work items were accounted for. MFS continually reviewed updates to the schedule for logic and accuracy compared to field progress.

MFS’ team maintained a detailed project accounting record throughout the project duration. This accounting included all approved and potential changes with estimate values. Using this accounting record in conjunction with the detailed construction schedule oversight will allow MFS to process contractor payment requests in a timely and thorough manner.

MFS’ team inspected works in progress and completed works on a continuous rolling basis for adherence to the contract documents, as well as achievement of industry quality standards. Any deviations in quality was recorded in the daily and monthly reports, as well as being detailed in specific deficiency notices provided to the Borough and project A&E firm.

MFS worked with Borough, as well as the project A&E firm to develop and project close-out program and schedule. This program detailed the generation and completion of project punch-list including the coordination of final inspections and testing, development of a warranty registers, as well an operations and maintenance register to ensure contractor submission of all required close-out documents, and planning for staff training requirements.

MFS submitted to the Borough a physical copy of all data maintained including testing and inspection logs, correspondences, reports, as-builts, and warranties from the contractor. Finally, MFS reviewed and provided recommendations to Borough and Architect regarding final payments and release of retainage amounts.
