Project Overview

MFS was retained by The Village of Port Chester, New York for Owners Representative Services at the Bulkhead Repair Project located along the Byram River at Abendroth Ave. in Port Chester, New York. This project was a Design-Bid-Build contract for the repair and replacement of a collapsed vinyl bulkhead along the Byram River waterfront and construction of an esplanade to promote public waterfront access.

Project Details

MFS provided full Construction Management services in support of the Village of Port Chester in relation to their requirements regarding scope, schedule, budget, regulatory compliance, quality, and other aspects of the project. Additionally, MFS served as the facilitator and coordinator of all parties to ensure that the project’s execution proceeded according to plan.

MFS’ team was brought onto the project during the design phase to review the project design for completeness, to look for opportunities for value engineering, and to provide constructability reviews. MFS assisted Village Administrators during the procurement phase of the project by evaluating bidders based on experience, pricing, and references. MFS served as the Village’s representative with all stakeholders, managed the distribution and control of project documentation, and analyzed ownership costs and market issues for the Village. During the construction phase of the project, MFS was responsible for all project management and contract administration activities including conducting progress meetings, management of submittals, maintaining an RFI log, schedule monitoring, maintenance of construction records, processing of payment applications, change order management, claim and dispute support, etc. MFS’ on-site certified personnel performed functions such as construction inspections, daily logging of work performed, quality control and assurance, reporting on construction progress, and maintenance of safe working conditions.

Throughout the design, construction and close out phases, MFS administered coordination meetings between the Village, designers, and contractors to ensure the timely forward progression of the project.
